An organization for sponsored public Library Employees’ was first conceived in a seminar held on 1959conducted by  National Library. Bengal Library Association (BLA) in its conference held at Nababgunj ,Ichapur ,North 24 Parganas on 1960  passed a resolution to constitute separate forum for dealing the problems of  the then sponsored library  employees’ of Bengal. As a result of those initiations , the dream/desire came into reality and our association was formed in 18 October,1964 in Coochbehar Town of North Bengal. The first president  of the Association was  Late Achintya Kumar Dev. It was established in the name of “ West Bengal Govt. Sponsored Library Employees’ Association” which was later on renamed as “ West Bengal Public Library Employees’ Association” by amending its constitution from the special AGM held at Berhampore Town on 1st January ,1980 owing to the introduction of West Bengal Public Library Act,1979 by the then Left Front Government .

From its inception, our association was not confined only to  protect the interests of the its members. Conveying various kinds of meetings and seminars and conducting   different annual AGM s as well   at every tire of our  organization,  we are always trying to put goodness of public library movement in the public. We took numerous efforts for spreading library movement, eradicating illiteracy , building up library awareness into the general masses and carrying knowledge & information for fostering nation’s pride .By utilizing all angles of democratic movements like Fixing of posters, demonstrating slogan & soughting , placing charter of demand, calling of strike etc. , association within its capacity always trying to bring notice to the Govt. for solving various problems of the library employees caused by Govt. administration and Beurocracy .
